Portugal has become one of the most popular destinations for international expats, remote workers, and digital nomads. The NIF (Numero de Identificacao Fiscal) is the first document you need, and it unlocks every subsequent step: banking, healthcare, rental contracts, and utilities. Lucy OS1 gives you Portuguese practice for the complete expat administrative journey in Portugal.
The NIF (Numero de Identificacao Fiscal) is Portugal's tax identification number and is required for almost every legal and financial transaction. EU citizens can obtain the NIF at any Financas (tax authority) office with their EU identity card. Non-EU citizens need a local representative (fiscal representative) to obtain the NIF before arriving, or can apply in person at Financas with their passport and proof of address. The NIF is now also obtainable at some MB Way ATMs and online with a Portuguese mobile number. The NISS (Numero de Identificacao de Seguranca Social) is the social security number, obtained at the Seguranca Social office with NIF and employment contract or proof of residence. AIMA (Agencia para a Integracao, Migracoes e Asilo, the successor to SEF) manages residency permits for non-EU nationals. Portugal's D7 (Passive Income Visa), D8 (Digital Nomad Visa), and Golden Visa have attracted many international residents, each with specific documentation requirements and vocabulary for the application process.
Housing in Lisbon, Porto, and the Algarve is competitive, with rental prices rising significantly in recent years. Properties are listed on imovirtual.pt, idealista.pt, and olx.pt. The contrato de arrendamento (rental contract) is governed by the NRAU (Novo Regime do Arrendamento Urbano). Standard contracts require a caucao (deposit, typically two months' rent) and require the NIF of all parties. Many landlords require a fiadora (guarantor) or proof of income significantly above the rent amount. The declaracao de IRS (tax return) and payslips are typically requested for application. Utility registration (eletricidade, gas, agua) requires the NIF and a Portuguese bank account (conta bancaria). Burocracias are a genuine challenge in Portugal but are navigable with the correct vocabulary and patient persistence.
Portugal's Servizio Nacional de Saude (SNS) provides public healthcare to all registered residents. After receiving your NIF and NISS, register at the local Centro de Saude (primary care clinic) to be assigned a medico de familia (family doctor). Your utente number (patient ID number) is issued upon SNS registration. Specialist appointments are made through the SNS system (consultas de especialidade). Wait times in the public system vary by speciality and region. ADSE is the supplementary health insurance for public servants. Private health insurance (seguro de saude privado) from providers including Fidelidade, Allianz, and Multicare is commonly used to supplement or replace SNS for faster specialist access. Farmacias (pharmacies) in Portugal require a green cross sign and dispense both prescription (receita medica obrigatoria) and over-the-counter medicines.
